Here is what the new ordinance of the Municipality of Milan says

On the night of Friday 20 to Saturday 21 October, Milan will introduce new rules for nightlife in the Melzo, Lazzaretto and Porta Venezia/Oberdan areas. The main objective of these restrictions is to guarantee 'tranquillity and rest for residents' without impeding entertainment and economic activities. These measures were decided following an increasing concentration of nightclubs that have attracted thousands of people to these areas, creating challenges related to disturbance of the public peace and land management. The new rules mainly concern the sale and serving of food and beverages, as well as the use of dehors, i.e. outdoor areas of premises, for any activity. The main points of the restrictions include: a ban on the sale and administration of food and beverages, both alcoholic and non-alcoholic, between 01:30 and 06:00 on Friday and Saturday evenings, and between Saturday and Sunday evenings; a ban on the use of dehors, which begins at midnight on weekdays; and a ban on the placement of itinerant activities from six o'clock in the afternoon onwards.

The city authorities emphasised the importance of striking a balance between nightlife entertainment and the quality of life for residents. This includes the passage of ambulances, police checks to prevent crime, and ensuring a safe traffic flow in the areas concerned. These measures are part of a broader path for the management of nightlife in Milan, which aims to create clear rules for all actors involved.To ensure compliance with the new rules, there are fines for those who do not respect them. In addition, according to municipal and national regulations, it is possible to suspend the use of dehors for a few days and, in the case of repeated violations, the suspension of commercial activity.
